The best place to start is your local public records office or library.
Starting a new business varies dramatically state-to-state and even differs some between counties or municipalities (speaking in US terms here). In Texas, one need only to file an assumed name (DBA) and you're off and running, but in Louisiana you have to pay a registration fee and of course, there's income tax and all that jazz.
Basically, the best place to start is going to be dictated by where you're at. You might even contact the local chamber of commerce or find out if the SBA has an office/branch/contact in your area.
