top users suggestion
First let me start by saying I want to marry Otavo and have it's babies.
Back to the topic: I think points should be awarded to users that start quests that many other users have joined. When points are given out so freely it is bound to attract spammers (pointless quests, pointless blog posts, pointless many other things) just because of how easy they will think it would be to get to the top 10 and stay there. Yay? Nay?
Related to another idea that someone had for rating Quests via a mouse over star system, I think that being able to be rewarded for having excelent quests is a grand idea. Perhaps a reward could be having the active quests labeld with a neato icon that says A Top Ten Quest or something of the like. Good idea!
and coming at it from another perspective..
How about if the person who started the Quest where able to assign points to those members who have joined it and offered you the most useful links?
Meaning if your link turns out to be most useful to my Quest wouldn't I be in the best position to decide this? And, if so, shouldn't I be able to do something about it?
-this ties in nicely with another thread that is discussing methods of rating links and quests. (maybe have a crowd rating/vote and a Quest Creators rating/points)
-this might also work for another thread that's discussing what to do about Quest that remain empty/unanswered.

Sounds good... but what about points not provided for quests that noone else joins or has no content? Maybe you don't get the quest points until the content is provided.
Also, perhaps a method for duplicate quests... if 3 users vote the quest as duplicate it removed the points? (also it would be nice to have some sort of trackback method or "join two quests"... newer users just don't really look throught the archive and the this whole concept is only really functional if people get on quests together).
Lastly, I think points per quest or storemark should be related to the amount of info they provide. Like quests with comments are so much more useful to me.

I like your idea of no points for empty single user quests...we may even have a junk voting system to retire these quests automatically after a set time. The real power of creating quests is the ability to reward users who help you out in your quest. There are big bonuses for helping empty quests get on their way.
The points system is heavily tilted toward ratings. The idea is to get a helping kind of theme. The amount of points a user gets from content is limited by the amount of positive ratings they have gotten. This means that the maximum number of points they can earn from content is capped at 1/3 of their rating points.
If a user has a total of 1200 points from ratings, her content points will be capped at 400 points. Even if she has more, these points will not be active until she raises her rating points.
I also agree with you about the value of comments, I was thinking about only giving content points for them, but I think it is best to allow rating points for useful comments as well.

Sorry... probably wasn't clear about that... I mean Storemarks with descriptions should get more points then simple storemarks... and maybe even more points for tags. When I am looking through a quest I like to read a lil about the page before I go check it out.Â
